Regional Perspectives on the Hydrogen Transition

Work Package 4.2 is led by the Natural Resources Institute Finland (Luke) and focuses on the role of regional actors in the hydrogen transition. The aim of the work package is to understand the roles of different regions in Finland in hydrogen transition, and to examine the gaps between technical goals and regional readiness for change.


The work package provides insights into regional opportunities and barriers and outlines possible future pathways from the perspectives of various stakeholder groups. The research focuses on four different case regions: Kainuu, South Karelia, Ostrobothnia, and Uusimaa, where potentially differing development trajectories have been identified.


During autumn 2025, we conduct regional interviews to gather views from local actors on the opportunities and challenges of the hydrogen transition in their respective areas. These interviews are part of a broader Delphi study that continues to explore future scenarios and visions for the hydrogen transition.
